The design and implementation of Local Digital Twins (LDTs) require effective citizen participation and public engagement strategies, recognized as vital for the success of smart city projects. Addressing how to establish and evaluate such strategies is challenging, as it is essential for increasing transparency, accountability, and public trust in governance through these technological platforms. The learning unit offers solutions by introducing and adapting various evaluation frameworks to enhance citizen participation within LDTs. By applying the Evaluation Compass and OECD methodologies, it focuses on a comprehensive assessment of participatory processes, emphasizing the evaluation of project design, ecosystem, outcomes, process, and participant experience to ensure inclusive and effective engagement. This learning unit involves practical activities such as scenario analysis, strategy development, and the design of evaluation frameworks. Learners critically assess citizen participation proposals, develop detailed engagement strategies, and create robust evaluation plans, incorporating qualitative and quantitative KPIs, appropriate research methodologies, and addressing ethical considerations, ultimately producing a comprehensive Evaluation Plan.
