Urban planning must address citizen engagement to effectively shape environments that serve community needs. Administrations aim to enhance public participation but face challenges in defi ning clear goals and methods. These should align with citizens’ abilities and resources. Addressing these elements will foster inclusive, meaningful involvement. The MLU proposes utilizing LDTs to visualize and simulate planning decisions, increasing transparency and engagement. It advocates diverse participation formats, such as surveys, workshops, and events, to ensure inclusive decision-making. The methodology fol- lows Sherry Arnstein’s Ladder of Citizen Participation to evaluate infl uence levels. This MLU educates on the application of LDTs and formats for citizen participation, focusing on informing, involving, and inspiring citizens. It covers tools like the AIStakeMap for identifying stake- holders and guidelines for genuinely inclusive processes, ensuring effective, respectful engagement across various community segments and participation levels.
