Public-sector organisations increasingly need structured spaces where complex issues can be explored and early-stage questions clarifi ed before decisions are made. Innovation Labs offer such environments by enabling teams to surface governance tensions, examine ethical considerations, and test technical possibilities in a deliberate and accountable manner. This creates the conditions for more informed and effective decision-making. Innovation Labs offer a strategic solution by providing a structured environment for experimentation and collaboration. They assist in framing challenges, prototyping alternatives, and integrating these insights into institutional processes. A blended strategy encompassing learning, ethics, governance, and technical design establishes them as effective platforms for bridging experiments and organisational decision-making. This learning unit introduces the purpose and operation of Innovation Labs in public-sector settings. Learners explore how to defi ne guiding questions, assemble interdisciplinary teams, and apply methods such as prototyping and stakeholder mapping. The unit emphasises how iterative experimentation and refl ection strengthen organisational capacity and support a more resilient decision-making culture.
