These processes infl uence whether people experience public action as fair, transparent, and worthy of trust, making them central to how legitimacy and collective well-being are built. A process-oriented perspective reveals how value emerges through interaction; how institutions interpret needs, involve citizens, and coordinate action across systems. Approaches such as co-design and participatory planning strengthen these dynamics by ensuring that public value is recognised, shared, and sustained.
