Siloed government departments hinder cohesive city operations due to isolated data systems, incompatible formats, and bureaucratic obstacles. This fragmentation restricts the ability to make informed, unifi ed decisions during emergencies. Overcoming these challenges requires the development of integrated processes for sharing and managing city datasets to facilitate data fl ow and improve city resilience. Creating repeatable, trusted data-sharing processes among stakeholders is crucial. This approach requires establishing clear roles, regular updates, and standard compliance for interoperability. Ensuring processes are formal, linked with governance structures, and periodically reviewed will facilitate a central, coordinated digital twin, transforming departmental silos into a collaborative ecosystem. This learning unit focuses on equipping trainers with the tools to map stakeholders and their data, design robust data-sharing processes, and establish governance structures. Emphasizing practical exercises, learners will practice simulating data mapping, following process standards, and ensuring ethical and legal compliance. This prepares them to foster effective, sustainable, and legally compliant data sharing in real-world LDT implementations.
